A non-profit organization located between the Gladewater Independent School district and the Sabine Independent School district encompassing portions of Gladewater and Kilgore, Texas.  The purpose of the organization is fully stated in the mission statement as follows:
"To increase the community's capacity to care for one another" by providing the means by which a cross section of citizens and businesses may join in an effort to improve the efficiency and effectiveness of human services programs.
